Conclusions: 1. You are using either 3.5 or 3.6 of WiX. 2. You are basing your installation on the WixUI_Minimal UI 3. You didn't replace WelcomeEulaDlg. WixUI_Minimal is the least open to change, simply because for initial install (and major upgrade) the first dialog seen is the "WelcomeEulaDlg" and the second one is progress, so there are no navigation steps in WixUI_Minimal.wxs to override (the dialog itself handles all of its own navigation). That is different from all the other WixUI_* UI flows (except the "non-advanced" path in WixUI_Advanced, which does the same thing). If you really want to keep WixUI_Minimal/WelcomeEulaDlg, you will need to copy/replace not just WixUI_Minimal.wxs but WelcomeEulaDlg.wxs as well (be sure to rename the dialog's Id as well as the UI's Id).
