To add to what the others have said: we do get localised s/w but in general I would say it is not very common and localised installers even rarer unless there is a special license. Most of us have got used to it being US and not having "Favourites" spelt correctly :-)
One of the big issues I find is detecting a UK installation, we don't get a localised version of Windows we get US and it is down to the user to localise it. Most people set the date/currency correctly and now in Windows 7 will set the location but often I still find that the cultural settings will report as US English. The application I work on needs to install differently in the UK and US and this is not a simple as it sounds.
