Looking into more stuff after some google-fu, it seems this is going to be a permissions error. However, the CI does us the same user account. The agent that runs the builds might not be getting started with the correct permissions.
I've added -sval to ignore the tests to see if that works as a quick fix but will continue to investigate the root cause of the problem.
