XxxPackage/@DownloadUrl just sets the default. BA can change the download URL via a call to Engine.SetDownloadSource(). You can even leave the default DownloadUrl blank and only have the BA provide it.
As others pointed out, the hard part is getting the executable to know what the base URL should be.
