Scanning the source code (I have 3.9.702 handy, so you might want to check a more recent download), Result.Suspend (or IDSUSPEND) is only handled by OnExecutePackageComplete ( see IBootstrapperApplication.h). CacheAcquireProgress treats return codes as either Cancel (abort, etc) or Continue (OK, retry, tryagain, etc).
