I finally got annoyed enough to investigate why Ctrl+Wheel zooming in Gimp and
Inkscape was being very flaky, i.e. it wouldn't work unless I moved the wheel
with some force. It turns out that the Ctrl+Wheel resizing code has a few bugs:

1. If wheel events come in fast enough, wmaker would leak some through to the
   application. This is why Ctrl+Wheel zooming worked at all, or I would have
   noticed bug #2 right away.
2. Even if wheel resizing is turned off, wmaker still grabs Ctrl+Wheel.
3. Wheel resizing does not work correctly for urxvt, or other apps with a
   nontrivial resize increment.

Personally, I think Ctrl+Wheel resizing is a horrible idea and the "set 'Do not
grab mouse' for each individual application" is insufficient, and if we're
going to do any wheel resizing it should be Mod+Horizontal-Wheel and
Mod+Vertical-Wheel.
