whereas the above paragraph was added by Dan in 1999-01-25,
commit 416e3a82, which is _before_ Kojima has updated the
license for Marco's icons (to GPL) in 2000-03-30, commit f65c5498.

Look at the top level Changelog, where it is written 

"- changed license of Marco's icons to GPL"

which comes from the March 2000 commit by Kojima.

So it appears that when Kojima changed the license of Marco's icons
to GPL in March 2000 he forgot to remove the "NOT GPL" warning
written by Dan in 1999. 

But Kojima updated the WPrefs.app/tiff/README later in 2000 
(so after changing the license to GPL), but did not remove
the "NOT GPL" part, even though he wrote the "And have the
following licence:" just before it.

Yeah, this is when Kojima changed the license to GPL in 03.2000, prior
to that it was licensed through the OpenContent License.

Marco's license was changed to GPL in March 2000 and the Changelog clearly
states that. It looks like that "NOT GPL" warning can be deleted.

Furthermore, I think that the top-level file COPYING.OPL can also be
deleted, as the reference to it comes from the Feb 1999 commit
by Dan in WPrefs.app/README:

 "The graphical artwork included with WPrefs is NOT licensed through the GPL.
  It is licensed through the OpenContent License, instead. Please read the
  COPYING.OPL file for the detailed license."

but as far as I can tell, that COPYING.OPL is there from the days when
Marco's icons were using the OpenContent License.
