In an ideal world, yes, the Changelog could have been updated. But I personally don't care enough about the Changelog to do something about it nor will I start enforcing it to be updated when patches are made. I use 'git log' and I try hard to convince people to write good commit messages because I want 'git log' to be informative and also a teaching experience. That's the part I care about. If there are people who think the Changelog is important, they can simply write a patch updating it to have the information they think it should contain and I'll merge it.
