According to [1] Woodstox is dual-licenced under LGPL 2.1 and ASL 2.0, and it is okay to use the Woodstox jars under either licence. Since it CAN be redistributed under the Apache Licence itself, I suppose the Woodstox dependency is NOT a 'third party dependecy' as defined by ASF [2]. Therefore is there a need to include about the Woodstox dependency in the NOTICE file?
