Jeremy Hughes commented on WODEN-45:
------------------------------------

Bullet 0 of your [2] is:

0. The term "third-party work" refers to a work not submitted directly to the
ASF by the copyright owner or owner's agent.

Since Woodstox is not submitted directly to the ASF it counts as a third-party
work. Xerces, Axiom XmlSchema aren't third-party work as they are submitted
directly to the ASF. However StAX contains an Sun API so we'd need to check
that.

The NOTICE file section goes on to say:

2. The remainder of the NOTICE file is to be used for required third-party
notices. The NOTICE file may also include copyright notices moved from source
files submitted to the ASF.

>From this I take it that we only need to add to the NOTICE file third-party
>notices that the third-party requires us to add. So unless Woodstox requires
>us to add something then we shouldn't.

> Updates to conform to recent "ASF Source Header and Copyright Notice Policy"

> The policy is here: http://www.apache.org/legal/src-headers.html
> I believe this means changing the headers in all files.
> Updating the NOTICE file
> Check what we distribute with Woden - we've got some new dependencies such as
> Woodstox
