Bullet 0 of your [2] is: 0. The term "third-party work" refers to a work not submitted directly to the ASF by the copyright owner or owner's agent. Since Woodstox is not submitted directly to the ASF it counts as a third-party work. Xerces, Axiom XmlSchema aren't third-party work as they are submitted directly to the ASF. However StAX contains an Sun API so we'd need to check that. The NOTICE file section goes on to say: 2. The remainder of the NOTICE file is to be used for required third-party notices.
