Jim, It is a goal of Woden to provide a unified API for both WSDL 1.1 and 2.0. However, the immediate focus of Woden is to help get the WSDL 2.0 completed so we are putting all our efforts there.
FYI, the folks who created WSDL4J are also working on Woden.
