W3CFileRepository is a way of redirecting http requests (by our tests) for
files on the W3C CVS. It does this by checking the local filesystem first. This
is a rudimentary catalog mechanism that we had prior to the proper xml catalog
implementation.
We should remove W3CFileRepository and use the proper xml catalog
implementation. And that should work "out of the box" without the need for
hefty -D properties.
