I've attached the patch for the site with an added section in the version 
control page for explaining how to use the config file with Subversion on 
Windows and Unix. It also includes the html and the pdf file which have changed.

I've found the registry is not needed as windows can also use the config file 
so I've decided to leave that out to make it simpler.
