In my mind, it is the latter, although we have never explicitly
discussed this on the list.

I think expecting >1% of members to turn up at every single event is
unrealistic for small projects and barcamps. For oversight we need to
make sure that the interests of the ASF are being represented. It's a
checks and balances thing.

There is already a separate requirement for minimum physical
representation of the ASF at Barcamps: "Have a minimum representation
from ASF (at least three Apache sessions per day) "

There is not a similarly explicit requirement for MeetUps, I guess
when I wrote the docs I felt that it was implicit that a MeetUp will
have project folk present. Perhaps this should be made explicit with
something  like "Have a minimum representation of ASF committers (at
least 4 active committers presenting)"
