If a user changes the default widget.widgetfolder to another location (such as
the old wservices folder for example), then this can cause problems. If the
folder does not already exist then wookie fails to import any widgets.
Manually creating the folder fixes the problem. We should add a check to read
the property first and then check if that folder is there, creating it if
needed.
