+1 I think that would make sense. 

The only reason you might not want to do this would be if there is a typo in 
the properties - for example you already do have a folder ready called 
"mywidgets" but typed "mywodgets" in widgetserver.properties. However, I think 
thats more of an edge case where the admin could revert it themselves to fix.

The other option is to make the behaviour configurable, but I don't think in 
this case that would really add much value.
