My comment: Sometimes crisis means opportunities. I like it, no better
way to push economy in the short and in the long term than social well
being and infraestructure. Few weeks ago, government decided to give
higher wages, subsidies to rural teachers and to encourage more urban
graduates to join rural positions, in particular as teachers.

Now, more good news. Although foreign trade probably bottomed and will
rebound slowly, on the one hand, foreign trade surplus widens (1)
41.2% from a year earlier, amid both imports and exports decline. That
allows to fund that social network using foreign surplus.

On the other hand, partly, that surplus will be used to accelerate
healthcare reform (2) building in 2012 what was expected for 2020. At
least one hospital in every county must be a dream for remote rural
areas, free universal primary healthcare must be a dream for the
poorest who live in remote areas. I hope that we can achieve the
biggest challenge, to get in just three years skilled doctors, nurses,
managers, etc. professional enough to attend hospitals and patients
properly. "This is the first time that basic medical services in China
are clearly defined as a public service for all citizens, which is
part of essential rights of the people," said Prof. Li Ling, of Peking
University (quoted for related article).
That model, imported from Europe (financial and infraestructure
models) and Cuba (medical model), works very well as far as I have
seen in Spain and people from other countries tell.

Foreign reserves are not required to fund such growth, current
supluses are enough. That makes much easier and faster to change our
growth model and to balance the whole economy enhancing trade with
neighbours (3) and with other developing countries, avoiding too high
dependence on developed economies.

Also, I enclose an article about corporate social responsibility. It
is related to corporate social responsibility. Anyway, we could apply
it to officials, governments and to every individual. We lose any
credibility if we do not use funds exactly to help those who cannot
weather this crisis by themselves, negative consequences are that we
push others to behave in selfish mode rather than in cooperative mode.
Social attitude is crucial to grant a better future. I call it balance
selfishness-selflessness.
