My comment: This is economic arm of the SCO (Shanghai Cooperation Organization) that ties Russian, China and all Central Asia republics, plus observers (Mongolia, Iran, Pakistan and India). Around half of the world population is represented there.
SCO was born just as a securuty treaty, shockingly it became a whole partnership in all fields among those nations, that could be compared to ASEAN in some subjects.
