Sumerian, obviously you have much more information about Iraq than I do, of course. Take this as a question.
I perceive that step by step Iraq is gaining shares of sovereignty despite presence of foreign troops on its territory, I guess because as those foreign powers lose economic ground they cannot afford hegemony in Iraq but in extreme cases.
