Of course nothing stays forever.. Americans are claiming to withdraw.. They may 
not do it, but as of now, that dictates on whoever runs Iraq some pressure to 
show that they are doing for Iraq than to their race or themselves..

However  that action could be an Iranian move -through its puppets in Iraq- to 
put some pressure on US/UK so that they may use it as a pressure element on US 
/ UK..

So it is more likely to be a false move than a real thing..

Sumerian, obviously you have much more information about Iraq than I
do, of course. Take this as a question.

I perceive that step by step Iraq is gaining shares of sovereignty
despite presence of foreign troops on its territory, I guess because
as those foreign powers lose economic ground they cannot afford
hegemony in Iraq but in extreme cases. Could this one be a further
step in that direction?.
