Follow-up Comment #4, task #4035 (project wormux):

No, it's a suggestion to make another utility "weapon" which would, when
used, enable the player to change the character, just like with tab (useful
if <allow_character_selection> is not default).

Example: You start a turn with a char that you has nothing deadly to do and
switching is off, so you use this utility to change to another char and wreak
havoc.
Example2: You start with a char and only move him to a safe location. Since
that doesn't end the turn, you can use the utility to change to another char
and do some damage aswell (or hide again).
