Follow-up Comment #3, bug #15238 (project wormux):
The problem was bigger than expected: in fact, sometimes a modifier
(control/alt/shift) pressed will generate a key event with corresponding
keycode.
Simply dropping it is sufficient. This was already intended, with a check
against MODIFIER_OFFSET, which was misguided, as that's the very definition
of "not a raw keycode".
