Bad - I don't think the enclosing tags are need IN the string :
I also think tags should not be in the string for translation, except
for the cases when tags are deeply in the text and not around it.
There are many of these in the latest batch of new strings, and it
doesn't feel right to translate around them. Could this be fixed for
2.0 ? Should I open a Trac ticket about all of these ?
Sure! I started patching it, by the end of the day the patch will be ready.
