Well, for a checkbox for "Daylight Savings Time is In Effect" it would be
+1, in North America at least. :P

Not strictly true.  The change that occurs for DST is variable in a
number of ways:
1. Change is usually +/-1 hour but in some cases in +/- 30 mins.
2. Change occurs at different times after midnight - e.g. do you fall
back at 2am or 3am and spring forward at 1am or 2am.
3. Some countries operate backwards DST as they are in the Southern
Hemisphere.

And don't forget - daylight saving rules change at the whim of the
current government.
