Speaking for myself, I totally forgot to go in and change the offset, so my posts have been stamped incorrectly for about the last week and a half. I didn't remember to fix it until yesterday. I think for the end user, especially for those who are very new at this, that having a form to fill out to set DST options might be a good idea. But then, I don't write the code.

I am of two minds in this discussion. We need to make sure that we set it up so that it's universal. It can't just work for people in the USA (I type from Southern Illinois). This universality might make the form complex and add too many options that need to be set. This might make it a bad idea. On the other hand, WordPress should be as easy to use as possible. It's kinda annoying that I have to go in and remember to set the timezone offset twice a year or my comments and posts will have incorrect timestamps on them.
