2.7 generates sub-menus for all parents on each page load. Previous
versions generated only the sub-menu for the active parent menu on
each page load. The menu code still assumes there is one active
parent in some places. Fixes are in the works.
Looks like the latest menu code changes worked. I was toying with the
Facelift plugin on my 2.7 test install, and couldn't get its config
menus to come up until I updated from svn this morning.
