No, this is the first time I have used it.
A side note is that I am able to browse the plugin repository and
install plugins. The plugin package unpacks just fine.

Jeff, it looks like the zip file is incomplete (maybe it was being
updated at the same time when you tried upgrading). Have you used the
automatic core upgrade feature before (in 2.7)?
