Have you checked the permissions on the folders? The permissions are not related to PHP or WordPress, you need to set those specifically through Windows or IIS.

No, same problem - another poster pointed out the mix of "\" and "/"
in the path - I wondered about that too. A similar problem is

The uploaded file could not be saved to
C:\Inetpub\vhosts\qbuster.net\httpdocs\wordpress/wp-content/uploads/2010/04.

Using ftp I checked and saw the folder wasn't present to created it
and tried the import again to receive a similar message:

The uploaded file could not be moved to
C:\Inetpub\vhosts\qbuster.net\httpdocs\wordpress/wp-content/uploads/2010/04.

I moved file over manually but header image didn't change.
