What version did you update to?

Filesystem permissions are unrelated to the "You do not have permissions to access this page" message, thats specifically that your WordPress user doesnt have the priv's to do it. Is the account an administrator account? If so, try creating another admin user and see if that user has access..

First of all, my web host uses simplescripts.com to install WP.  My
latest
WP install on a new domain indicated that v2.9.2 Stable would be

available for update."  I suspect herein lies the problem?

Except for accessing the dedicated theme options, everything else seems to
be working fine.

Can anyone give insight how to get past the permissions problem I'm
experiencing?
