Yeah. I removed all plugins and all mu-plugins just to make sure.
literally removing them (changed dir names) using base. on a sub site
other then the #1 there was just a single admin user (me) and it doesnt
display.

Have you tried 3.1-RC2-17315? Can't reproduce an empty box there.
