Thats how it's supposed to work.
The author dropdown only lists Author-level users, not every user. (I think
that's Authors, Contributors, Editors and Administrators.. But would have to
check the code to be sure)
Otherwise on large installs we'd be listing potentially thousands of users
in the list.. Which doesn't scale.
