I get the Errormessage "Unerwarteter Quantifizierer" witch means as
much as "unexpected quantifier". And it creates the file wpkg.xml in
C:\Windows\System32\ with the content: " <wpkg />"
Is that normal? Couldn't find anything about it in the wiki, only in
wpkg.js but I don't know what it should do.

Well it was a fresh installation. Because I was bored I installed IE6
and right now I install about 100 fixes.
I still have a image of the fresh install. Should I try?
