Well it was a fresh installation. Because I was bored I installed IE6 and right now I install about 100 fixes.

If IE6.0 is there, you might try if it works now.

OK I tried a bunch of scenarios but I need IE6 to run wpkg, how can this be?

Maybe it is really so, I mostly use it on XP, and when on Win2000, it already has IE 6.0 installed.
