Strange thing here on W2K SP4 under VMWare. When updating to wpkg client 1.2
rc5 I got a DrWatson before the event log message "WPKG -- Installation
completed successfully". WPKGsrv /debug does nothing but "Debugging Wpkg
Service".
After reboot, I see in the eventlog

Then Dr.Watson comes in (see further down), but wpkgsrv /debug works as usual.
After deinstalling your "WPKGSetup-debug.msi" just came in handy. I tried
installing using
msiexec /qb /i WPKGSetup-debug.msi SETTINGSFILE=settings.xml ALLUSERS=1
but it spit out
"There is a problem with this Windows Installer Package. A program run as part
of the setup did not finish as expected. Contact your support ...
After installing manually, I get
C:\Programme\wpkg>net start "wpkg service"
WPKG Service wird gestartet.....
WPKG Service konnte nicht gestartet werden.
Sie erhalten weitere Hilfe, wenn Sie NET HELPMSG 3523 eingeben.
-> which says nothing.
Next try gives: "service already started" ...
In eventlog:
WPKG Service trying start...
WPKG Service->RegisterServiceCtrlHandler: successfuly done
Status in compmgmt.msc -> Services for WPKG Service at this moment is
"is starting" ("wird gestartet").
I give up for today ... and kill this W2K-beast using "unattended" ;-)
