I can confirm that the bug is present on all over my computers under win2k SP4
!
Even with the WPKGSetup-debug.msi.

I can solve the problem with modifying the launch service command by adding a
/debug at the end. (ImagePath in the registry is C:\Program
Files\wpkg\WPKGSrv.exe /debug)

With "/debug" nearly everything is allright: Event log is filled, packets are
installed silently. But I've got a message in the System event log with ID 7000
and ID 7009 which indicate that there is no connexion with the service. The
service is always in a "starting..." state and never stops (well, is declared
as).

Without "/debug" the service is always trying to start but never do anything.

I guess there is a communication problem between the service manager and the
WPKGSrv.exe because the operating system seems not to be aware of the service
start or stop !

But with /debug, it does the job !!
