After support suggested that I upgrade to V7.6 to solve another problem, not only did I loose all my personal sites and extra US Government sites, but it seems that FTPsync can no longer be from run from the command line!
I can use FTPsync interactively, and edit the control file I have which then shows the V7.6 format, but when trying to call FTPsync to do an operation from the command line: "E:\Program Files\WS_FTP\ftpsync.exe" C:\Davids\WS-FTP\BY-logs.ctl the sync utility opens, but has the title "Untitled", and has not read the control file.
