Bob,  after the lack of customer support that I have seen from ipswitch, I would reccomend that you keep your firewall, and find a new client.

After configuring and having Ipswitch Tech test the WS-FTP Server with SSL turned on, I find that the server is working fine.  The problem comes with the client.  I have several clients behind a Netger firewall.  It seems that the Netgear firewall is preventing the SSL commands from going through.  I wonder if there is a workaround or if I have to purchase a more compliant firewall.
