My experience is that if the transfer did not complete, transfer manager will keep that transfer in it's list and attempt to repeat it when ws_ftp is restarted. This functionality is optional and can be changed in 'Options/Program Options/Transfers/Automatically resume transfers when application starts'. If it happens, you can select the topmost element of the transfer, stop it and delete it. Also, if you attempt to manually start a transfer that is already in the transfer manager's list, it will not add it a second time but attempt to continue with the first instance of that transfer.
