I also have WinXP Pro, and I was told to disable WinXP firewall. This enabled me to open all of my ftp sites!
To disable:
1. In Control Panel > Double Click Network Connections
2. Right click the connection on which you would like to disable ICF, click properties
3. On the Advanced tab, click the box to clear the option Protect my
computer or network...

I connect only to one ftp-server at the moment, but because the first connection after (re)boot always works I don't think the problem is caused by this specific ftp-server!?
