Thanks, we've done that. It seems to be something about the Windows 2003
firewall and it's interaction with ws_ftp server. In googling the issue
several other people seem to be having the same issue with ws_ftp server.
Their solutions usually revolve around turning PASV mode off on the clients.
This is not a very practical solution and we're hoping some has found a
solution for this particular bug.

You need to open the ports that will be used by passive ftp,
through your firewall. And you probably want to set WS_FTP server
to use a limited set of ports (Select the domain name and click
the Firewall Options, enter the Port Range you want to use).
