provides all the relevant CSS that affects any given element, based on where you put the cursor within the code view of the markup. AFAIK, no other tool has this feature (correct me if I'm wrong).
Have you tried Mozilla DOM Inspector? It's not exactly what you describe, but very similar. You can select a node and view 'CSS Style Rules' or 'Computed Style' and more.
