I wouldn't worry specifically about whether the designer currently up to
speed on HTML & CSS. To the key character of a good web designer (apart from
artistic talent) is that they respect their medium and their audience. If a
designer shows any sign of getting upset about having their artist whims
challenged by "browser limitations" or accessibility - don't hire them. 

Photographers have to live & breath dark rooms, lenses, exposures and so on.
They have to explore & understand all the limitations of the medium. Web
design is no different - HTML, CSS & the web browser are the medium.

The other aspect is audience - designers are there to do a job, not to
stroke their artistic egos. The job is to communicate a client's message to
an audience.
