I respectfully disagree. Based on the latest browser statistics 92% of all users have JavaScript turned on. In addition, JavaScript enabled dropdown menus are still a viable method of creating navigation systems. There are certainly a number of older browsers that do not support the latest enhancements to Style Sheets, which incorporate the dropdown menu effect.
