The designs aren't actual HTML pages yet, just JPEG mockups.

According to the design competition page

code is the next step:

When a winner has been announced we will move straight into the cut and
build phase. Each step in the process will be opened up for discussion
by members before it takes place. We will do a step every 24 hours.

    * Choosing a method of hiding from older browsers
