Unfortunately images called in through CSS don't cache at least with IE. Go to IE Menu > Tools > Internet Options > Temporary Internet Files > Settings
Turn "Check for newer versions of stored pages" to Automatically. The problem will go away in your browser but anyone else who doesn't have the default value set will see the problem your having. Alternatively don't use images as the background of a navigation button. Marc.
