I checked the WSG navigation in IE and you're correct, it happens there too. Looks like its an "IE feature" rather than a problem with my code
The only workaround I can think of is to set the background-color for the <LI> to a colour similar to the background-image so the hover state isnt so disconcerting.

IE separates the normal and hover states and when you roll over it loads the image again, even though it's the same one. Try the nav on the WSG site in IE and you'll see the same happens to the bullets.
There's no different hover state BTW. If you're looking for another colour to appear there isn't one. That wasn't the problem.
