I checked the WSG navigation in IE and you're correct, it happens there too. Looks like its an "IE feature" rather than a problem with my code

The only workaround I can think of is to set the background-color for the <LI> to a colour similar to the background-image so the hover state isnt so disconcerting.

There's no different hover state BTW. If you're looking for another colour
to appear there isn't one. That wasn't the problem.

I have settings set as Marc recommended and still got no
mouseovers in IE 6.
