Justin, take a look at the solution I came up with for two sites last year - same request from client (who was the designer) to remove the system-based scrollbars on frames (Frames? Gasp!).

Not sure about the accessibility issue, but the javascript works OK. I actually pointed out to the designer at the time that lack of javascript would mean that the site couldn't be navigated, but I got the 'That's OK, all our visitors have IE/Win' line... Huh.
