I know it's a little vague, but I'd say something like
Must reach a minimum of WAI priority 1 checkpoints and aim to comply with all priority 2 checkpoints. Sites should be developed using web standards and aim to validate to a correct doctype. Exceptions will be given in rare circumstances such as dealing with legacy, non standards complaint content management systems.
OK, it's not great, but better than writing your own set of criteria.
