On a site of this massive scale I'd be very surprised if there are not a bunch of pretty screwed on heads knocking together. Also the transition must involve some messy intermediate stages as in "break it before you can fix it".
On the other hand sometimes it is surprising how even biggies seem to make odd decisions.

IMO, they need to get some developers in there who actually know what they're doing.
I think [i am sure] Yahoo! redesign for the time beeing it's in a stage of "testing the water" looking for feedback and so on, not by far in a stage where they plan to use it "as is".
Ok, this is just my opinion [wishfull thinking - more like it :)] but, i think, a part of their aim at this stage it's towards "us" [ the standards compliant web makers ].
Maybe not me [ :) ] but .... "some developers who actually know what they're doing" !
Everyone would want to get it's hands on this one [ even for free ] i just hope they get a real "web standards guru" to do it [ maybe someone from this list ? ], and that somehow will get to know how it was done !
