Well, yes! But its the Firefox people who are promoting Firefox specifically, and this doesn't seem unreasonable. The good people at WaSP - The Web Standards Project - are responsible for Browse Happy. I don't think W3c does anything (specific) about promoting browsers, and that probably correct too, as they should not be accused of bias.
